GPS/GNSS Jamming and Spoofing – Tactical and Strategic Implications | AOC 2026 Pre-Convention Course

Course Length: 4 hours total delivered across one course
Description: This four-hour course will review the basic operation of Global Navigation Satellite Systems (GNSS), their vulnerabilities, and the threats and risks associated with overdependence. The development of interference techniques will be discussed, along with their use on the battlefield and in low‑intensity conflict. The role of positioning, navigation, and timing (PNT) in great power competition and NAVWAR asymmetry will also be covered.
Audience: : Crows interested in the fundamentals of PNT and the intersection of technology, policy, and global power.

This course will be held before AOC 2026 Convention & Symposium at the Gaylord National Resort & Convention Center. Course registrants must also be registered for AOC 2026.
Learning Objectives
- A clear understanding of how GNSS operate and the critical role PNT play in modern military and civilian systems.
- The ability to identify key vulnerabilities and risks associated with GNSS overdependence, including how interference techniques (e.g., jamming and spoofing) are developed and employed in both high-end and low-intensity conflict environments.
- Insight into how PNT denial and NAVWAR capabilities shape strategic advantage in great power competition, enabling more informed decision-making in operational planning, risk management, and system resilience.

AOC Professional Development On-Site Event Cancellation Policy
To cancel a pre-convention course or on-site event registration, submit a written request at least two (2) weeks before the scheduled event via email to [email protected]. Phone cancellations are not accepted. Cancellations received less than two (2) weeks prior to the event will not receive a refund.
- Approved, requested refunds will be issued minus a $100 administrative fee.
- If the registration fee includes materials (e.g., textbooks, printed content) that were pre-purchased or developed before the event, registrants will be invoiced for these items that will include the cost of the material (s), shipping, taxes, and any customs fees, if applicable. Once paid in full, materials will be shipped. Payment must be received within 14 days of the date when the invoice is sent. Invoices not paid within the 14-day window will be subject to additional late fees.
- No refunds will be issued for cancellations made within two weeks of the event or for no-shows.
- If a registered attendee is having trouble obtaining a visa, a written notification must be sent no less than 30 days prior to the course/on-site event to [email protected]. Refunds related to visa obtainment will be evaluated on a case-by-case basis.
Instructor
Dana A. Goward is President of the Resilient Navigation and Timing Foundation, a public‑benefit scientific and educational charity advocating for policies and systems that protect GPS/GNSS satellites, signals, and users. He has served at sea as a ship’s navigator, as a Coast Guard helicopter pilot, and as the maritime navigation authority for the United States.
He is the recipient of the Air Medal and the Institute of Navigation’s Hays Award for inspirational leadership, is a Fellow of the Royal Institute of Navigation, and received the Harrison Award from the International Association of Institutes of Navigation.
Mr. Goward served for more than a decade as a member of the U.S. President’s National Space‑Based Positioning, Navigation, and Timing Advisory Board until its charter expired in 2025.
