Theme: Operational Synergy
Welcome to the nation's premier conference which explores the force-multiplying impact of converging cyber operations (CO) and electronic warfare/electromagnetic spectrum operations (EW/EMSO). The original intent of the Cyber-EW Convergence conference was to examine the nature of the relationship between CO and EW/EMSO. From a 2020 DTIC report: "[CO and EMSO] are on divergent...paths driven by historical mission applications. Although both operate in and through the [EMS], each organization views its use differently. EMSO focuses on exploiting, attacking, protecting, and managing the physical EMS, while CO is focused on the data driven human use of digital applications and [cyber-EMS] data. Each community has a specialty developed over many years, but entrenched thought has created a divide between the two."
For 2025, the conference is set up to bypass definitions, doctrine & dogma, and proceed directly to combined operations. We'll explore real-world examples that show operationalization of mission capabilities made possible as much by the convergence of information technology (IT) and data infrastructure as by magically harmonized Cyber-EW policy. Topics under development include: National-Tactical Interoperability, IC Warfighter Support, Mission Data Integration, Software-Driven Capabilities, Platform One, CJADC2, and more - delivered via presentations at the TS/SCI level, expert panels, facilitated discussions and rich networking opportunities.

Online Registration will open in March 3, 2025.
- AOC Member: Industry/Contractor - $675 (includes meal package and Full Conference Registration)
- Non-Member: Industry/Contractor - $825 (includes meal package and Full Conference Registration)
- Academia: (must present valid student ID card) - $450 (includes meal package and Full Conference Registration)
- Active Military & Active Government Civilian (no meal package) FREE*
- NIWC Employee: FREE**
Please note: Registrants must have proper security clearance and be cleared to attend.
*Active government civilian does not include contractors working for the government. Valid Government ID must be presented at check-in.
**NIWC employees lunch is not included in the complimentary conference registration. The fee for lunch is $20 per day.
Conference cancellations must be submitted in writing; telephone cancellations will not be accepted. Please email your cancellation request to [email protected]. Refunds will be issued minus a $75 administrative fee for all paid registrations. No refunds after June 3 2025 at Noon or for no-shows. Any registration after that time will need to register onsite.

Base Access
Deadline for submission is May 16, 2025.
Visitors without a CAC must be vetted through the Joint Base Charleston (JB CHS) for base access prior to NIWC Atlantic Facility Access being granted.
JB CHS requires all visitors without a CAC to submit a JBC Form 111 (Base Access Form). Please note, the form takes 10 days to process. Form list acceptable types of identification.

Trusted Traveler no Longer in Effect
Please be aware Trusted Traveler has been suspended INDEFINITELY. This means that every person in a vehicle must present a CAC or paper pass at the gate. No exceptions, effective immediately.
