CEMA 2027 Summit Theme: Joint Synchronization of Non-Kinetic Effects in a Contested Spectrum
Objective: At the CEMA 2027 Symposium, we will examine how the Joint Force can integrate and synchronize cyber, electronic warfare, intelligence, and other non-kinetic capabilities to create operational advantage in an increasingly contested and congested electromagnetic spectrum. A key focus will be enabling commanders to plan, coordinate, execute, and assess non-kinetic effects across Services, domains, and echelons. The symposium will explore how Electronic Warfare and intelligence can be translated into timely effects, how non-kinetic and kinetic capabilities can be integrated through the targeting process, and how forces can maintain command and control when communications, positioning, navigation, timing, and access to the spectrum are degraded or denied. The goal is to identify the technologies, processes, and operational concepts required to deliver synchronized effects at the time and place needed to support the Joint Force commander.
